The design team was just appointed around that time and my recollection on it is that it was done using costing norms at that period of time. So for design teams, they would usually have norms. In the same way one would understand that building a house would cost roughly X amount of money per square meter, building hospitals would cost Y amount of money per square metre. They were very high-level costs and it was before any degree of design. It was on rough order of magnitude of square metreage, from my recollection, but we are going back to 2013.
