There is clear evidence that we did not get the inputs right and that the hospital was always going to cost an awful lot more than was thought to be the case. If the quantities in the tender documents had been much more developed, and much more complete, then the tenders coming in would have been appropriately bigger. That money would be getting spent anyway.
