Mr. Quinn has specific expertise on the board. He came from the public service and is acutely aware of the finite amount of money available for the hospital project. Would it have gone ahead if it had been twice the original price? Does Mr. Quinn accept that the lack of nailed-down detail was a critical component and that he had a particular responsibility on the board to provide advice on it?
