I wish to pick up again on the way the project was constructed. A number of issues arise when there are cost overruns and they are well teased out by expert opinion in Ireland and elsewhere. Poor design that has not been thought out, change orders, administration and how a site is run, etc. all come into it. In terms of the design, what the board did was make a guesstimate on the above-ground tender. The design was not worked out, because of which it was high risk. In hindsight, does Mr. Quinn agree that that was the case?
