If it is so competitive on an international basis, why is there a need to change the structure in the way the charges are being applied?

If it was the case that they were out of sync with our European counterparts or that there was price gouging going on, with unrealistic prices being charged and passengers being ripped off, there might be some justification for amending the practice. What is the justification for these amendments now?
