There is no legislation yet, even in draft form, so we do not know what is proposed as a result of Ms Kathleen O'Toole's report. There will be the process of getting legislation through the Dáil and Seanad. We have no control over Members in that regard. Inevitably, there will be unforeseen events between now and 1 January 2021, including something like a general election, which could affect all legislative timetables. Therefore, there are many issues. We are planning for 1 January 2021 until we are told otherwise.
