The criticisms that have been levelled are intended to be constructive and they have to be viewed and accepted in that mode. There is a real problem. The legislation before us is viewed by many as barely a stopgap. We need substantive legislation. This would be reflective of the views of the members and, we hope, also of the Minister of State.
