In June 2018, Ireland opted into the recast conditions directive, part of which provides for access to the workplace after nine months from the date of application. To go back to something the Secretary General was talking about, the directive also covers material conditions such as the requirement to provide housing and food and so on. It is the obligation of the State to provide these under EU law since Ireland opted into the directive.
