We would definitely hope that it will bring down that percentage. I return to my earlier point, however. We have to respond to the number of people who turn up and claim asylum. We do not have an accurate way of predicting this. The flows tend to change over time. The objective is to get down to a position where we have spare capacity. That is what one needs to cope with unpredictable demand.
