Yes, that is the issue. Should one do nothing rather than something? We all make a judgment on these matters. I live in an area where we go out and clear the footpaths in front of our own houses and those of our elderly neighbours and take our chances with liability. That is just a personal perspective. One of the positive features is how society has come together in response to some of the weather events, with people helping each other and their neighbours. From an international emergency management perspective, achieving that societal response is where one wants to be, although I am not sure that we can take credit for that.
