It would have looked at the state of evolution of the fibre market at that time. It would have looked at developments in the private sector and a range of other things that were on the telecoms landscape in Ireland at that time, and it would have factored that into its analysis. Indirectly, therefore, we consulted the market. We consulted earlier on its perspective on the MANs as a piece of State infrastructure.
