The nature of the project is that over the 25 years, we will be subsidising the majority of the capital costs. In the initial years, this will be part of that cost but over the 25 years it will be the majority of the capital cost. The model is such that the operating company will stand on its own two feet and will be profitable by virtue of the revenue it will get from consumers.
