We are in that awkward position. That being said, if there is any obligation under any Act, we will have to meet it and be creative. Being honest, it is not that our recruits are interchangeable and that we can get the level of Irish that we might require. I do not know what the standard of this 20% is going to be. Will this standard be sufficient for staff to go out and deliver a service in a clear and comprehensive manner? These are our thoughts and it is not just we who are captured in that dilemma.
