Absolutely, and not only myself but other members of the committee raised those issues as part of the engagement. We accepted that the contract could not be delivered using the lump sum, standard form. There is usually a discussion process about the merits and demerits of the solutions and so on. Issues were raised, of course, about that. We are well aware of the risk of a contract re-measurement bill. Prior to the introduction of public works contracts, we had re-measurement contracts. The strategy was designed to arrive at a cost certainty at the GMP. We got the expertise of the contractor to deliver and de-risk so that we were not going to be left with a nasty surprise four years down the line, which quite often happens on large infrastructural projects.
