It would need to be done in a number of ways. It probably would be a pull-push mechanism. One might decide on what was to be developed and what funds were available. There would have to be a decision on whether there would be a competition to put out to tender, whether it would all be done in one block or whether the research would have to be broken down, with institutions competing for certain forms of research. It might also be decided to reward people after the product was produced and if the product was seen to be affordable. There is not much point in developing a very effective product only to discover afterwards that it is so expensive that no one can afford it. There are various different models by which it can be done.
