Is the Department preparing on the basis that it will have to address the issue of those counties that are currently in receipt of equalisation funds? I will put it another way. What is the total accumulated amount paid by the likes of Meath, Kildare and Dublin into the equalisation fund? That is probably a better way of getting to the heart of the issue. How many net contributors are there?
