Mr. John McCarthy:

I suppose that maintaining the Local Government Fund, albeit in narrower form with motor tax now going separately into the Exchequer, still provides a transparent vehicle for the assignment of LPT receipts very clearly for the local government system, and for coming out the other side in a way that might not be as transparent if the receipts were simply going into the Exchequer and coming out through the Vote. I think it still has value from a LPT point of view. It shows very clearly the ins and outs and the use of LPT, as part of the Local Government Fund, for local government purposes.
