What I am getting at is that HAP almost seems to be like a bad thing in some people's minds. If we just got rid of it to be populist, I assume we would put the money into building houses. However, the problem is that it takes time to build houses. What do we, therefore, with the families in the interim period? I have failed to find an answer to this question about what we would do with that cohort of people in the interim period from anybody. I think Mr. McCarthy has given me an answer.
