The Deputy has probably seen that some local authorities came in beyond 100% performance last year. The reason for that is that we gave local authorities targets, but let them know that if they were further along the pathway and could deliver more than their targets, they could. We have funded local authorities to go beyond their targets, which is reflected in the performance reports which have been released.
