I will come back to that issue in a minute. On funding from central government, what criteria is used to decide the funding local authorities receive? Does it involve horse trading or is there a set criteria? How does central government decide to give Leitrim X amount of funding and Wexford Y funding? How is the funding allocation arrived at?
