What I did note is that while the commercial rates have not been increasing at budget time, the overall take from commercial rates as a proportion of local government funding has been increasing quite significantly. It actually made up a significantly bigger chunk in 2016 than it did in 2009, for example, and the big difference is the general purpose grant had shrunk and local property tax came in as a lower contribution to it. Is that a fair reading?
