I want to get some of the detail as it would be easier than submitting a parliamentary question. The basis for the distribution of the fund, albeit there have been some changes, is the needs and resources model. There is no factoring in of increases in population. By my reckoning, in the main, it is based on what happened previously. That means we are using the population in 1996 as the determining factor in the provision of services in any given area. Does Mr. McCarthy agree?
