We did have responsibility for them prior to that. The open libraries initiative, and I am sure the Deputy will come back to this again with one of my colleagues whenever they are in, was not really around dispensing with staff within the library service. It was to try to provide a more open and flexible resource that would be available. I think we actually had data at the time and, again, I confess now I am speaking historically. I do recall data, at the time, that even after the introduction of the open library initiative we actually had more staff working in libraries than before.
