Is it a straightforward gender issue? Is it essentially a case that if there are two woman and one of them gives birth, she would be one parent while her partner would, under current law be able to apply to be a second parent whereas for two men, the man who was a donor can apply to be a parent but his partner cannot? Is that essentially the issue?
