It was directed towards native Irish language speakers in Galway, Donegal and Kerry. It was an advance and update of research that was done a number of years previously. We did not need to do all of that research again but we wanted to do a check to ensure that our assumptions were correct before we brought the strategy. It guided us in the writing and putting together of the strategy.
