There are two separate issues. There is the issue of Central Bank consent for the credit unions to have a vehicle and there is also the issue of large approved housing bodies in the sector. Rebuilding Ireland contains a commitment to support the sector in developing its own off-balance-sheet vehicle to draw off-balance-sheet finance into the sector. The credit unions received approval from the Central Bank to set up their own vehicle to move money out of them into a vehicle to lend for social housing.
