There will be a balance left and that is where we bring in an organisation such as RISPA. Mr. Matthews is arguing today that RISPA's product is currently equally good and therefore the idea of having fixed is not necessarily the best idea. That is what I am taking from what he is saying. However, all the evidence shows that in terms of laying down an infrastructure which can be upgraded and making it is as easy to set up a business in Tullow as in Terenure, from a planning and policy point of view the best infrastructure without doubt is connected with fibre optic cable.
