In situations where we feel that the party is not a mark for costs, we maintain a database of the debt and then we review it periodically to see have circumstances changed because it could be the case that an individual takes further proceedings against the State and there may be an opportunity to use that debt as set-off, if the State is unsuccessful in that case because sometimes there are recurrent cases.
