There was not one single dissenting voice given that it would be pretty obvious, I would suggest, that the service would experience an increase in demand. The Minister was aware of the lack of cytologists at the time, which is still an ongoing challenge. The Minister is saying that of all of the experts and officials advising him, not one person suggested this might have an adverse effect on the screening programme and put the system under unnecessary pressure that it might not cope with.
