It is not that we came up with a bespoke model for doing two-stage tendering. In NEC contracts in the UK and internationally, two-stage tendering contracts are very similar to what we have done here. When we talk about changes here and engaging with the Government contracts committee, it was with regard to changes to the standard procurement rules that were in place at the time for public sector projects. In terms of a model for doing large complex projects internationally, what we are doing here very much aligns with it.
