The NDFA was involved in the financial analysis of the robustness of the tenders for the design team. On capital projects like this, there is not a financial advisory role other than for specific cases. Where there is private finance, like there is with the PPP projects, obviously, the NDFA has a role in managing and being a financial adviser on an ongoing basis. In this case, there are specific issues on which we needed financial advice, such as the robustness of the tenderers, the design team and the contractors, and also in regard to preparing a business case.
