The reporting structure is also set out in legislation in terms of what information should be brought to the Minister. It speaks about relevant information being brought in an appropriate timely manner, and I will get to that in a couple of seconds.

In terms of the governance structure, a number of subcommittees were established by the executive board. There was the finance committee, the procurement subcommittee, the construction subcommittee and the finance subcommittee. I presume they had a very hands-on approach to procurement, financial controls and the management of the construction project. With regard to the reporting structure, if the executive board became aware in June 2018, is Mr. Costello stating that none of the subcommittees were aware prior to that? Was it the executive board that brought information to the attention of the subcommittees or did the subcommittees get the information first and bring it to the attention of the board?
