The document stated: "We are instructing you to proceed with the phase A works, which is €84 million plus VAT". That brings the figure to approximately €100 million. We had the option either to proceed with phase B or not to proceed with phase B. That is the point we reached at the end of last year. The question was would we or would we not award the second phase.
