The OPW makes the application to the local authority and it has a great deal of experience with property and building projects. One of the things that drives us nuts is money allocated but not spent. It is a big deal to get a commitment. What is the impediment? Is there something that could be streamlined so that when money is allocated it is actually spent? If being in a position to spend the money is the issue, as Mr. Clonan said, has that been analysed?
