We went overboard in our responses in trying to meet their concerns. We tried very hard to meet their concerns. Many of their suggestions were that they wanted us to refer to policies and developments that took place after the review was completed. We said that we were prepared to say that had happened but we could not really make an evaluation of it because we had not seen it. I have done this a lot in other contexts and we would expect to get some facts back that we had probably not understood and there were a few of those but we were quite surprised that there was not anything substantial. I had a conversation with Professor Kilkelly and she spoke to me about her concerns on the phone. She said to me that the concern was not really about the factual accuracy of the report. It was more the case that they had not expected something that would be critical in some ways.
