We have heard about the board's decision in multiple items of correspondence and in information that turned up in FOI. Professor Kilkelly, however, has just confirmed that the membership of the board did not have a copy of the report which they could read in their own time at their own leisure prior to taking a decision to not publish the report. They had sight of and were allowed to read through the report, without taking a copy, on the day of the meeting when the decision was taken not to publish. Does Professor Kilkelly not think there is a contradiction in calling that the board's decision not to publish?
