I have not heard anything that convinces me of the board's decision not to publish the report. I will start with that. Professor Kilkelly made the point that the board, prior to its decision, evaluated these matters with exceptional care and diligence. She added that the decision not to publish was taken at a meeting on 22 May 2017. Had all of the members of the board received and read the report before the decision?
