It is, but it is related to my original point that the Minister or politicians were not allowed to interfere with the Department when it came to issues that it felt were too sensitive. The role of the Department, the public service and the permanent government - thankfully sometimes - is to highlight issues that are uncomfortable for politicians to address for political reasons.
