No, I have not been answered. Mr. O'Driscoll has danced around the matter and told me it is against the law to have a mobile phone in prison. I asked a specific question. On an ad hocor casual basis, in the interest of gathering intelligence and maintaining order within a prison, can a governor allow prisoner A to have a mobile phone in order to inform on others?
