It has to go through a set of hoops all the way through as part of a pre-qualification process to demonstrate its technical and financial standing and all of that. Changes to consortia are not unusual and if there is a change in the make-up of a consortium it has to go through a process that is independent of me, of the Minister and come out the other side with a clean bill of health in terms of the criteria that were assessed.
