I understand that but my point still holds. We have had to examine how the tender process works in respect of many different organisations. NAMA was a recent one where we looked at tendering processes for large projects. My point is that if there is insufficient competitive tension, it is not the ideal solution so having one bidder - one consortium - in the process is not healthy. Did we arrive at that position because of all of the other decisions that were made, including the taking out of the 300,000 homes and businesses from the original plan, which possibly made it less viable for other bidders? I am trying to understand the Department's perspective as to why we were left with only bidder. I appreciate that it is complex in terms of the companies that can do the job. Could Mr. Griffin enlighten me as to why we arrived at this point?
