A view was formed that we might be in a position to make better use of the funds through, for example, the climate action fund and direct investment in energy efficiency. On the lessons learned with regard to the point the Deputy made, when looking at the challenge we face in reducing carbon emissions, we have to look at all sorts of tools that may be available to mobilise investment in the private sector.
