There is a historical piece to that and, if one looks at every other target that has been set at EU level for the Department, whether that is air quality or waste management, we are meeting those. There are particular circumstances around the climate sector that have made it very difficult to achieve the 2020 targets. I am going to park that and stop making excuses.

The Minister has made it clear to the Department that he wants an all-of-Government plan by the end of February next year.
