That is fine. I want to move on to another item. An analysis was done by Mr. Colm McCarthy as consultancy work in November 2015 and was provided to the Department. One area on which it focused was the need, under the public spending code, for a cost-benefit analysis to be undertaken in order that all projects taken on by the State go through a rigorous process to determine which ultimately will be selected. Was the national broadband plan, or the metropolitan area networks, MANs, contract subject to cost-benefit analysis?
