A draft memorandum is missing. Mr. Browne has pointed out that it is missing, but it has not interfered with operations. I appreciate that, but there is a need for a memorandum of understanding, as Mr. Browne has agreed. He has confirmed that it was sent by the Department to An Garda Síochána in 2017. We are at the end of 2018. Where is the memorandum of understanding? When will it be in place?
