In most cases, the targets were substantially exceeded. This was done in 2015, four years into the life of the NCSC. At that point, as far as we were concerned, we had achieved enough expertise to make a national strategy. Very quickly after the 2015 piece, we had a series of very serious incidents, including WannaCry and NotPetya in 2017, which fundamentally changed the NCSC's and the global understanding of the cybersecurity sector. We also had the NIS directive, which we signed into law in 2016.
