Of the options I looked at, this seemed to be the one that was taken. It then looks at the advantages, the disadvantages and the risks. Among the advantages was that it would provide contractual, financial and commercial incentives for the private sector to perform to standards. It states that it would maximise the use of the private sector, thereby increasing competition and reducing the level of public subsidy required. Given that we are down to one bidder, it has not really increased the level of competition, has it?
