I ask Mr. Ó hÓbáin to use simple language because I have read so much complex language. Particularly with climate change it has become a whole new language. At the end of the day we know we are not meeting our targets. Similarly here I try to reduce it to its essence. This is an essential service. We will give a substantial subsidy. It will operate for 25 years with an option for another ten and then we get the dubious privilege of buying it back. Is that right?
