It is a happy coincidence for Granahan McCourt that it got an extension on its concession contracts to 2030 when they were to expire in 2019 and then it sold three months later. The State could be at a loss if there is a significant holding from the IIF as opposed to private investors.

Was a counter-factual analysis done or embedded in the cost-benefit analysis for the national broadband plan?
