In the national broadband plan, NBP, it is open-book accounting that we are looking for. We will have full sight of the accounts of the organisation and how the money is being spent. Every single claim that comes in through the Department will go through a very rigorous process to make sure expenditure has been duly incurred - mature liabilities, the whole lot.
